第十九条

この条約(じょうやく)の締約(ていやく)国(こく)は、全(すべ)ての障害者(しょうがいしゃ)が他(ほか)の者(もの)と平等(びょうどう)の選択(せんたく)の機会(きかい)をもって地域(ちいき)社会(しゃかい)で生活(せいかつ)する平等(びょうどう)の権利(けんり)を有(ゆう)することを認(みと)めるものとし、障害者(しょうがいしゃ)が、この権利(けんり)を完全(かんぜん)に享受(きょうじゅ)し、並(なら)びに地域(ちいき)社会(しゃかい)に完全(かんぜん)に包容(ほうよう)され、及(およ)び参加(さんか)することを容易(ようい)にするための効果的(こうかてき)かつ適当(てきとう)な措置(そち)をとる。この措置(そち)には、次(つぎ)のことを確保(かくほ)することによるものを含(ふく)む。

States Parties to this Convention recognize the equal right of all persons with disabilities to live in the community, with choices equal to others, and shall take effective and appropriate measures to facilitate full enjoyment by persons with disabilities of this right and their full inclusion and participation in the community, including by ensuring that：
