５この条約(じょうやく)は、いかなる制限(せいげん)又(また)は例外(れいがい)もなしに、連邦国家(れんぽうこっか)の全(すべ)ての地域(ちいき)について適用(てきよう)する。

5. The provisions of the present Convention shall extend to all parts of federal states without any limitations or exceptions.
