第十九条（ｃ）

（ｃ）一般(いっぱん)住民(じゅうみん)向(む)けの地域(ちいき)社会(しゃかい)サービス及(およ)び施設(しせつ)が、障害者(しょうがいしゃ)にとって他(ほか)の者(もの)との平等(びょうどう)を基礎(きそ)として利用(りよう)可能(かのう)であり、かつ、障害者(しょうがいしゃ)のニーズに対応(たいおう)していること。

（c） Community services and facilities for the general population are available on an equal basis to persons with disabilities and are responsive to their needs.
