２障害(しょうがい)のある児童(じどう)に関(かん)する全(すべ)ての措置(そち)をとるに当(あ)たっては、児童(じどう)の最善(さいぜん)の利益(りえき)が主(しゅ)として考慮(こうりょ)されるものとする。
