（u）国際連合(こくさいれんごう)憲章(けんしょう)に定(さだ)める目的(もくてき)及(およ)び原則(げんそく)の十分(じゅうぶん)な尊重(そんちょう)並(なら)びに人権(じんけん)に関(かん)する適用(てきよう)可能(かのう)な文書(ぶんしょ)の遵守(じゅんしゅ)に基(もと)づく平和(へいわ)で安全(あんぜん)な状況(じょうきょう)が、特(とく)に武力(ぶりょく)紛争(ふんそう)及(およ)び外国(がいこく)による占領(せんりょう)の期間(きかん)中(ちゅう)における障害者(しょうがいしゃ)の十分(じゅうぶん)な保護(ほご)に不可欠(ふかけつ)であることに留意(りゅうい)し、
