（e）障害(しょうがい)が発展(はってん)する概念(がいねん)であることを認(みと)め、また、障害(しょうがい)が、機能(きのう)障害(しょうがい)を有(ゆう)する者(もの)とこれらの者(もの)に対(たい)する態度(たいど)及(およ)び環境(かんきょう)による障壁(しょうへき)との間(あいだ)の相互(そうご)作用(さよう)であって、これらの者(もの)が他(ほか)の者(もの)との平等(びょうどう)を基礎(きそ)として社会(しゃかい)に完全(かんぜん)かつ効果的(こうかてき)に参加(さんか)することを妨(さまた)げるものによって生(しょう)ずることを認(みと)め、
