前文 （ａ）

この条約(じょうやく)の締約(ていやく)国(こく)は、
（a）国際連合(こくさいれんごう)憲章(けんしょう)において宣明(せんめい)された原則(げんそく)が、人類(じんるい)社会(しゃかい)の全(すべ)ての構成(こうせい)員(いん)の固有(こゆう)の尊厳(そんげん)及(およ)び価値(かち)並(なら)びに平等(びょうどう)のかつ奪(うば)い得(え)ない権利(けんり)が世界(せかい)における自由(じゆう)、正義(せいぎ)及(およ)び平和(へいわ)の基礎(きそ)を成(な)すものであると認(みと)めていることを想起(おもいおこ)し、
（a） Recalling the principles proclaimed in the Charter of the United Nations which recognize the inherent dignity and worth and the equal and inalienable rights of all members of the human family as the foundation of freedom, justice and peace in the world,
